Humble Suggestions for Foreign Workers' Children R&D team.
Dear Oleg and Tamar,
Fist of all thumbs up for the great job you both did on picking the problem and collecting the original data. I think it's very professional to look at that complicated problem from both sides: supportive and opposing and consider all the possibilities.
My suggestions are:
· Dig for more statistical data regarding the problem: how many families are in question, what is their median age, how many infant children they have.
· Based on the data try find some benchmark solutions to the same problem from other countries or backgrounds.
· Identify keys to the benchmark solution, make adjustments and derive the measurable criteria for your solution.
· Now that you have the "As is" state data and you have set the "To be" state and identified the keys to the benchmark solution try to build the road map for getting to the desired state.
Iterate through the previous stage several times to refine the solution.
· While building the road map try to identify possibilities for collaboration with other organizations, agencies, private persons, NGOs, etc., trying to achieve the same objective.
